Install gtkam.
# apt-get install gtkam
gtkam installation creates a group called 'camera'. Add each user, who is to be allowed to access the camera, to this group. For example, for a user named 'tom'.
# adduser tom camera
Before using the camera, the user will have to log out and log in again to pick up the change in their group membership.
The above was tested with a Conon Digital IXUS II. It should work with any camera though, as the camera type was auto detected by the software.
